City Hall

I. A properly advertised Special Public Meeting was held. Mayor Randy McClement presided. Present were Alderwomen Karen Young, Shelley Aloi, Carol Krimm, and Kelly Russell and Alderman Michael O’Connor. Also present were City Attorney Saundra Nickols and Legislative Clerk Marsha Bowers.

II. The Mayor led the Pledge of Allegiance at the preceding Workshop meeting. Therefore, it was not repeated.

III.1. On a motion made by Alderwoman Young and seconded by Alderwoman Aloi the Board approved unanimously 5-0 an issuance of a purchase order to Vernon E. Stup Co., in the amount of $88,750 for the purchase of a replacement backhoe for the Water & Sewer Department. There were no public comments.

2. On a motion made by Alderwoman Aloi and seconded by Alderwoman Russell the Board approved unanimously 5-0 a Special Ordinance to amend the FY 11 budget to include revenues and associated expenditures in the amount of $19,960 received for a 2010 Technical Assistance Grant from the Maryland Department of Housing and Community Development. There were no public comments.

3. The Board considered an agreement with Bolton Partners, Inc. for comprehensive review and benchmarking of health and welfare benefits for the not to exceed amount of $41,105 (RFP # 11-C). Alderman O’Connor made a motion to approve Phase I not to exceed $18,000. The motion was seconded by Alderwoman Young and failed 2-3 with Alderman O’Connor and Alderwoman Young voting for and Alderwomen Aloi, Krimm, and Russell voting against. The Mayor stated he would consider discussing this item at the January 6, 2011 regular public meeting. There were no public comments.

4. On a motion made by Alderwoman Aloi and seconded by Alderwoman Russell the Board approved unanimously 5-0 a second amendment to an agreement with Mid-Atlantic Utilities for RFP 08-H Wastewater Treatment Plant Motor Control Centers and Buildings dated May 1, 2008. There were no public comments.

There being no further official business, the meeting was adjourned at 5:40 p.m.
