On 11/13/2012, OFC. Anderson and Trapp were on routine patrol in the area of Chapel Alley and E.4th St. While traveling behind a vehicle in this location, they observed the vehicle fail to stop at the stop sign and a taillight out on the vehicle. Upon observing these violations the officers conducted a traffic stop on the vehicle. Once making contact with the driver and passenger they smelt an odor of burnt marijuana coming from within the vehicle. After placing both subjects under arrest, both subjects and the vehicle were searched. The search yielded a pipe with suspected marijuana residue on the passenger side of the vehicle.
The passenger was subsequently arrested and identified as a Jerome Montrey Ricketts 05/03/1993. Mr. Ricketts was then transported to the Frederick County Adult Detention Center.
