At 6:02 p.m. on 12/14/12, Frederick Police officers Grigsby and Thomas were conducting patrol operations in the area of Lincoln Apartments when the observed a subject known to them to have a revoked license operating a grey 2007 Dodge Magnum with three other occupants. The officers attempted to initiate a traffic stop on the vehicle in a parking lot off of DeGrange St., but the driver, identified as Dotson, attempted to elude the officers and sped off. The officers were able to stop the vehicle a short distance away on Phebus Ave. A high-risk traffic stop was initiated and other officers responded to the scene to assist. During the investigation of the incident, police discovered that the three other occupants were in possession of marihuana and synthetic cannabinoid (Spice). All four suspects were arrested and transported to Frederick Police Headquarters where they were searched and interviewed. One of the suspects, Foote, was cited and released from Frederick Police Headquarters while the remaining suspects were transported to the Frederick County Adult Detention Center. The suspects were cited with the following offenses:
Darrious Dotson, B/M/20, 100 block Royal Bonnet Pl., Frederick was charged with Possession of a synthetic cannabinoid, driving on a revoked license, reckless driving, negligent driving, fleeing and eluding police and other traffic charges.
Christina M. Foote, B/F/30, 2100 block Brooks Dr, Forrestville, MD was charged with possession of a synthetic cannabinoid.
Roy Lipscomb, B/M/32, 900 block Clovis Ave, Capitol Heights, MD was charged with possession of marihuana.
Tyler C. Anthony, B/M/20, 400 block Megan Ct, Frederick, MD was charged with possession of marihuana.
