On Thursday January 10, 2013 at approximately 1755 hours officers of the Frederick Police Department arrested a subject for a strong arm robbery that occurred earlier in the day.
On Thursday January 10, 2013 at approximately 1040 hours officers of the Frederick Police Department responded to Frederick Memorial Hospital for the report of an assault. Upon arrival at the hospital OFC Kevin Meyer contacted the victim, who advised the following. The victim was walking on North Market Street at approximately 0215 hours when he encountered a subject who he knew. This subject, later identified as Orr, Thomas James (W/M/6-13-1986), walked up to him and began to assault the victim. Orr proceeded to punch and kick the victim while he was on the ground. Orr then reached through the pockets of the victim and removed the victim’s cell phone. Orr then walked away with the cell phone before turning around and throwing the phone back at the victim. The victim didn’t report the incident until he walked into the hospital several hours later. Officer Kevin Meyer applied for a warrant against Thomas Orr based upon the information provided by the victim. An arrest warrant was granted for Orr, who was located later in the evening on West All Saints Street. Orr was placed under arrest for the warrant and was transported to central booking, where he is being held on a $15,000 bond. The arrestee’s information and charges are as follows.
