On 8-21-13, at approximately 9:24pm Officers of the Frederick Police Department Patrol Division responded to assist the Fire Department in the 1500 block of Dockside Dr. During the call OFC Jason Essel observed a purse sitting on the sidewalk containing syringes and synthetic cannabinoid, also known as spice. A female, identified as Amanda Renee Tibbs 7-24-1992, picked up the purse and was stopped by OFC Essel. Tibbs claimed the purse as her own and was taken into custody without incident for the possession of the spice. Further investigation led to the discovery of heroin in the purse along with needles, and spoons used to liquefy heroin for injection.
Tibbs was transported to Central Booking and charged with the following:
1. Possession of Heroin
2. Possession of drug paraphernalia
3. Possession of hypodermic syringe for injection of drugs
4. Possession of spice
Tibbs was seen by the District Court Commissioner and given a bond of $4500 for her release.
