The Frederick Police Department arrested Paul Leroy Phelps for theft under $1000. Additional information was obtained during this investigation that Mr. Phelps is a suspect in a number of garages and shed burglaries.
Officer Scott Long, with the patrol division, was able to identify Mr. Phelps as a suspect in a theft that occurred at 151 North Market Street, on December 27th, 2013. The theft occurred at the Record Exchange. During his investigation he filed for charges and arrested Mr. Phelps for the theft. Mr. Phelps stole a record receiver. Information was obtained during the arrest of Mr. Phelps of his involvement in the garage and shed burglaries. These cases remain open and charges are pending.
