OFC Matthew Irons of the Frederick Police Department Street Crimes Team was assisting another officer with a graffiti investigation to the rear of the C. Burr Arts Library located at 110 E. Patrick Street.
On 05-22-2014, OFC Matthew Irons of the Frederick Police Department Street Crimes Team was assisting another officer with a graffiti investigation to the rear of the C. Burr Arts Library located at 110 E. Patrick Street.
While in the area, OFC Irons heard a noise similar to “an aluminum can being crinkled up” and began to investigate. He located a male, who was identified as Patrick A. Goodwin, seated on the wheelchair ramp in the Carroll Creek Linear Park, preparing something with his hands. OFC Irons then began speaking with Mr. Goodwin and noticed that he was trying to hide a hypodermic syringe under his leg. OFC Irons asked Mr. Goodwin what the needle was for and Mr. Goodwin replied, “Oh you caught me”. OFC Irons then asked Mr. Goodwin if he was doing drugs, to which Mr. Goodwin replied, “Yeah heroin.”
Based on the above information, Goodwin was placed under arrest.
Goodwin was later transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
