Frederick City Police arrested an adult male who was seen masturbating in Hospital Park. A patrol Officer on routine patrol observed Mr. Daniel Hall Buswell masturbating at a city park located at 310 West 7th Street, Frederick Maryland.
On 05-31-2014 at approximately 08:15 pm Officer Brian Cosgray was on routine patrol conducting checks of Frederick Memorial Hospital and the surrounding areas. During a patrol check of Hospital Park, located at 310 West 7th Street, Officer Cosgray observed a white male in the park sitting at a picnic table masturbating. Officer Cosgray continued to watch the subject, exited his marked patrol vehicle, and approached the suspect. The suspect was placed under arrest for indecent exposure. During the search of Mr. Buswell Officer Cosgray recovered two bags of suspected spice.
This area is a public city park and during Ofc. Cosgray’s investigation there was a number of workers, residents and pedestrians walking through the park at the time of the arrest. Mr. Buswell was charged with one count of indecent exposure and possession of spice. He was transported to central booking for processing without incident.
