Frederick, MD.-On 06/06/2014 at approximately 1821hrs. OFC. Christopher Prior of the Frederick Police Department was on routine patrol when he observed W/F, later identified as Crystal Winpigler, driving a vehicle near the intersection of Center Street and Carrollton Drive. Based on a previous interaction with Winpigler the night before, OFC. Prior knew her license to drive in Maryland was currently suspended/revoked.

OFC. Prior was able to contact Winpigler in the 400 Blk of Carrollton Drive and attempted to place her under arrest. However, Winpigler refused to comply with OFC. Prior commands and resisted arrest. OFC. Prior was eventually able to take Winpigler into custody without further incident. Upon searching Winpigler incident to arrest, suspect cocaine and a scale with cocaine residue was located. Winpigler was then transported to the Frederick County Adult Detention Center’s central booking unit where she is awaiting an appearance before the district court commissioner.
