The Frederick Police Department’s Street Crimes Team arrested two individuals after seizing marijuana from a traffic stop
On 02-04-2016, officers of the Frederick Police Department’s Street Crimes Team observed a suspicious vehicle in the area of Biggs Avenue and Rosemont Avenue, in Frederick City.
During the investigation, there came a time when the suspicious vehicle was stopped on a traffic violation in the 1600 block of Rosemont Avenue. Based on the officer’s observations, a K-9 unit was requested to conduct a sniff of the exterior of the vehicle. The K-9 unit positively alerted to the odor of a controlled dangerous substance emitting from the vehicle.
Based on the above information, the vehicle was searched. This search yielded approximately 88 grams of marijuana, divided into three bags. In addition, a digital scale containing marijuana residue was located inside of the vehicle.
For the above reasons, the driver, Jean Marc Mbesse Enongene, and rear passenger, Ibrahim Mawya Ceesay, were placed under arrest. Based on the totality of the circumstances, to include the officers’ observations before the traffic stop was made, the amount of marijuana seized, the packaging of the marijuana, and the digital scale, it is believed Enongene and Ceesay possessed the marijuana with the intent to distribute the same.
Enongene and Ceesay were transported to the Frederick County Adult Detention Center for an appearance before the District Court Commissioner.
