On 03-04-2016, officers of the Frederick Police Department’s Street Crimes Team observed a suspicious vehicle in the area of Waverley Drive and Key Parkway, in Frederick City.
The vehicle travelled through multiple parking lots, as if the driver was attempting to avoid detection, and came to an abrupt stop in the area of 1065 W Patrick Street. The driver quickly exited his vehicle, leaving the ignition on, and began walking away. Consensual contact was made with the driver who was identified as, Travis Darnell Whiting. It was at this time another officer detected the strong odor of marijuana emitting from inside of the vehicle Whiting was driving. Whiting was subsequently detained based on the odor, as officers continued their investigation into the amount of marijuana being possessed.
During a search of Whiting, marijuana and crack cocaine were located on his person. For these reasons, Whiting was placed under arrest. Based on the totality of the circumstances, to include the officers’ observations before contact was made with Whiting, the amount marijuana and crack cocaine seized, the packaging of the marijuana and crack cocaine, and the amount of currency possessed, it is believed Whiting possessed the marijuana and crack cocaine with the intent to distribute the same.
