[ARCHIVED] Frederick Police Department Apprehend Wanted Subject Who Fled into Carrol Creek, 2017-17830

Frederick, MD.-On 03/07/2017 at approximately 9:14pm Cpl. Gunder of the Frederick Police Department was on routine patrol in the area of Phebus Avenue and South Bentz Street.

Frederick, MD.-On 03/07/2017 at approximately 9:14pm Cpl. Gunder of the Frederick Police Department was on routine patrol in the area of Phebus Avenue and South Bentz Street. During this time, he located an intoxicated B/F he immediately recognized as Candice Jones. After running her information through police dispatch, Cpl. Gunder discovered Jones had an open warrant for her arrest. As Cpl. Gunder and other units were taking Jones into custody, a bystander approached and advised a B/M, who was with Jones prior to police arrival, was currently hiding just around the corner in an attempt not to be seen by police. The bystander then stated the male’s name was Jayson Mosley.  

 

Once Candice Jones was in custody, Cpl. Gunder and other units attempted to locate the B/M. However, the B/M quickly got up from his concealed position and ran toward West Patrick Street as they approached. As the B/M fled, Cpl. Gunder had police dispatch run Mosley’s information to inquire if he had any open warrants for his arrest. Shortly later, police dispatch advised Mosley had three open warrants in which two were through our agency. As officer converged in the area to look for the B/M, the B/M again got up from his second concealed position and ran across West Patrick Street toward Carrol Parkway. As officers followed, the B/M ran into the lower spill way of Carrol Creek at the intersection of Carroll Parkway and North Bentz Street. As the B/M made his way into the freezing waist high water, numerous units gave commands for him to come out. The B/M ignored the commands and made his way in to the tunnel of the spillway which provided no lighting.

 

Once the B/M was out of site for some time not obeying commands and the outside ambient cool temperature, members of the Frederick County Department of Fire Rescue and Swift Water Rescue Team were summons and very quickly to the scene. Once on scene, FPD officers and Swift Water Rescue members teamed up and searched the tunnel for the B/M. Approximately two hours later the B/M, who was positively identified as Mosley, was located by FPD officers. Mosley was semi-conscious due to suffering from obvious signs of hyperthermia. The team of FPD officers were able to rescue Mosley and carry him to safety. Once on dry ground, Mosley was taken into custody without further incident and transported to Frederick Memorial Hospital for further treatment.

 

The Frederick Police Department would like to thank the Frederick County Department of Fire Rescue personnel and members of the Swift Water Rescue Team that responded to assist with this unique situation.
