Mayor to Request Charter Changes; Share New Vision for FCAA

Mayor O’Connor will present at Thursday’s Public Meeting for Board of Aldermen approval.

The work of the Frederick Community Action Agency (FCAA) has provided food, shelter, medical care, housing, and other forms of assistance since 1968. As the needs of the Frederick community have evolved, The City of Frederick acknowledges that its governmental agency focusing on these areas needs to be proactive and responsive to meet community needs.

At the Mayor and Board of Aldermen Public Meeting on Thursday, February 6, 2020, Mayor Michael O’Connor will share his new vision for the Frederick Community Action Agency. This vision includes a full evaluation of FCAA’s current programs and will create greater collaboration and integration of human services and housing services offered by the City for the most vulnerable in our community.

As the necessary first step in his recommendation, Mayor O’Connor is asking the Board of Aldermen to approve the modification of FCAA and the related FCAA Executive Director role to the Department of Housing and Human Services with a Director at the helm.  The Department of Housing and Human Services will serve as an enhanced community resource, where the structure and environment support residents in making healthy choices, achieving educational and economic success, finding quality, inclusive housing, and engaging in robust social and cultural networks.

If the Board of Aldermen approves the department and position change to the City Charter and position schedule, the newly created Director position will be posted for hire. A search committee has been formed to allow the City to move quickly into the search phase. This search committee, which includes social service leaders in our community, will be designing the process to involve Frederick residents throughout the hiring process. The goal is to have the Director of the Department of Housing and Human Services at the City by Summer 2020.
