Summary of Public Meeting Decisions - 2/6/2020

At the February 6, 2020 Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

• An Ordinance to revise the FY 20 position schedule to create a new Case Manager position in the Frederick Community Action Agency, funded through grant funds from the Maryland Community Action Partnership Two-Generational Case Management Program.

• An Ordinance to establish regulations related to parking for recharging plug-in electric vehicles. This Ordinance allows the City to designate and reserve spaces for electric vehicle charging in City-owned parking areas. At least two charging stations are slated to be installed at the MARC parking lot in the near future. The Ordinance helps to advance the goals of the Plug-In Electric Vehicle Charging Infrastructure Plan adopted in 2018. 

• A Payment in Lieu of Tax (PILOT) Agreement with Frederick County and Catoctin View Homes, LLC for the housing project located at 800 Motter Avenue. The City Policy for Payments in Lieu of Tax in Support of Low and Moderate Income Housing authorizes the Mayor and Board to negotiate agreements for payments in lieu of real estate property taxes. The agreements must be for properties that serve the public purpose of providing decent, safe, and sanitary housing for low and moderate income residents, along with other criteria. Catoctin View Homes, LLC intends to develop the property at 800 Motter Avenue to provide rental housing for individuals with income at or below 60% of Area Median Income. This agreement will also go to the Frederic County Council for approval. 

• A purchase order in the amount of $75,440 to Rescue One Training for Life, Inc. for the purchase of 80 Automated External Defibrillators. This purchase will allow lifesaving equipment to be placed in City vehicles that routinely contain more than one employee, enabling City workers to be better prepared for potential emergencies while working in the field. 

• An agreement with Griffin & Strong, P.C. in the not-to-exceed amount of $238,000 for a Disparity Study. This study would enable the City to strengthen its policies related to Disadvantaged Business Enterprises (DBEs) as recommended by the DBE Review Panel. A disparity study is required to meet certain legal requirements to move from encouraging to requiring participation. 

• A Resolution to amend the Charter to create a new Department of Housing and Human Services. The new department will oversee the Frederick Community Action Agency as well as the Community Development Block Grant program. To meet State law requirements, the Charter amendment will not go into effect for 50 days, allowing a period for residents to request a referendum. The Board also approved a related Ordinance to amend the FY 20 position schedule to regrade and retitle the Director of FCAA position to Director of Housing and Human Services.
