Summary of Public Meeting Decisions - 06/18/2020

At the June 18, 2020 Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

  • An Ordinance to amend Section 420 of the Land Management Code concerning surface parking in the Carroll Creek Overlay District. The Land Management Code currently prohibits surface parking in the Carroll Creek Overlay District that is visible from the public right-of-way. However, the Reviewing Authority may allow such parking with certain conditions. This ordinance expands the Reviewing Authority’s ability to modify the requirements of the LMC, revising requirements concerning the number of spaces, linear footage that may abut the linear park, and design and screening elements.
  • The Second Amendment to the Amended and Restated Memorandum of Understanding with Plamondon Hospitality Partners regarding a downtown hotel and conference center. The City originally entered into this MOU in July 2018 and amended it in 2019 to extend the expiration date to June 30, 2020. Execution of a new MOU has been delayed by the COVID-19 crisis and associated state of emergency. Therefore, this amendment further extends the expiration date of the MOU to June 30, 2021. In addition, certain provisions concerning cost-sharing have been revised as the obligations set forth concerning costs associated with design, planning, engineering, evaluations, and architecture have been satisfied.
  • An Ordinance extending expiration dates of certain permits and development approvals. This ordinance is intended to offset the economic damage to building and development projects brought about by the COVID-19 crisis. Expiration dates for the permits and approvals listed in the ordinance will now automatically be extended to one year after the termination of the Governor’s state of emergency.
  • An Agreement with Sustainable Strategies DC for federal grants consulting services. The City has determined it would be financially advantageous to contract with a grants consultant to maximize federal grant funding. To that end, following a competitive bid process, the City has entered into an agreement with Sustainable Strategies DC to assist in identifying and accessing federal grant funds that may enhance services and reduce costs to City residents.
  • An Agreement with Frederick County for a Coronavirus Relief Fund as established under the federal Coronavirus Aid, Relief, and Economic Security (CARES)Act. The federal government has designated these funds for the purpose of assisting local governments in meeting increased costs brought about by the COVID-19 pandemic. Under this agreement, the City will receive $5.1 million to be spent in accordance with a preliminary budget submitted by the City. The budget directs funding primarily to the categories of staff expenses, assistance programs, facility improvements, technology to support telework, personal protective equipment, and communications.
  • A two-year agreement with BizLibrary for training for City employees. BizLibrary provides a large and varied course library to assist in the training and ongoing professional development of City staff.
