[ARCHIVED] FPD Investigation spurred by citizen input results in nearly a dozen arrests

Over the past several weeks, our patrol, outreach, and investigative units from the Frederick Police Department have conducted proactive enforcement in the 100 Block of S. Market Street in response to resident complaints regarding drug use in the area.

This operation resulted in 11 arrests, many of which were for charges related to Synthetic Cannabinoid, also known as Spice.

 “When it comes to issues like drug addiction, homelessness, and mental health, we are committed to using every resource available to help people find long-term solutions outside of the criminal justice system," said Police Chief Jason Lando. "However, we also have an obligation to residents, businesses, and visitors to our city to ensure people feel safe walking around Frederick. This particular operation was conducted after our officers received numerous complaints from residents of drug dealing, drug usage, and other crimes that left people feeling unsafe in the area of South Market Street. Our teams will continue to monitor the situation and take appropriate action."

On July 14, 2021, officers from the Directed Patrol Team charged four subjects with Possession of Synthetic Cannabinoid. The department is awaiting lab results that could lead to additional charges for one individual.

On Tuesday, Aug. 10, 2021, officers conducted an additional operation, during which the Directed Patrol Team and Outreach Unit jointly charged seven subjects with crimes including Trespassing, Camping, Possession of Spice, Warrants. The Frederick Police Department believes strongly in ensuring a high quality of life for all its residents. The department collaborates with the Frederick County Health Department and the City of Frederick Department of Housing and Human Services to ensure that subjects in arrests such as these are referred to resources for housing and addiction.

Chief Lando expressed his appreciation for all the units that worked on this case. "This investigation showed strong department collaboration between our Directed Patrol Team, Outreach Unit, and Investigative units and I applaud the efforts from all of those involved. The results prove how committed these men and women are to protecting and serving the public on a daily basis," Chief Lando said.

Synthetic Cannabinoid is a commonly used substance in the downtown area. Active chemicals that make up different brands of the drug require the substance to be sent to a lab for drug analysis in order to confirm the chemicals in the substance before charges, such as Possession of Possession with Intent to Distribute can be placed.

Possession and Distribution of Spice can be charged under the Frederick City Code (FCC-12-2) as a misdemeanor with a penalty of ($1000/90 Days in Jail). The chemical makeup of Spice brands is constantly changing and DEA scheduling is delayed in keeping up with the evolution.

The Frederick Police Department encourages all residents to report any criminal activity to the non-emergency line at 301-600-2100 so the agency can respond and take action.
