On Monday, September 6, 2021 officers responded to Staley Park, at 11 W Tenth Street, for an indecent exposure complaint. Officers arrived on the scene and observed a male and female in the area. Investigators determined a witness observed the male on top of the female believing they were engaging in sexual intercourse. Officers made contact with the female, who was incoherent at the time, and she was transported to Frederick Health Hospital for medical treatment. Detectives from the Investigations Division responded to the scene. Through information and evidence gathered, it was determined the female was raped by the male with whom she was observed in the park.
Detectives identified the male suspect as Cimmeron Dante Bowens (DOB 8/4/1974). During the case, investigators determined Bowens, 47, and the victim were known to each other when the crime occurred and this incident was not a random act. Detectives applied for and received a warrant for the arrest of Bowens for 2nd-degree rape, and he was taken into custody on Tuesday Sept. 7, 2021. Bowens was transported to the Frederick County Adult Detention Center for processing.
