On 07/06/2012, members of the Downtown unit were conducting surveillance of Mullinex Park. OFC. Scott Pyon and Kyle Jones were advised by another officer of several subjects that appeared to be consuming possible alcoholic beverages within the City Park. Both OFC. Pyon and Jones then approached the subjects to conduct a field inquiry. They were able to first make contact with the first male who was still in the pavilion who was identified as a James Edward Pollard 03/25/1967. A second subject who was identified as a Richard Allen Johnson Jr. 7/14/1962, attempted to leave the area. Johnson was contacted when he was observed throwing an alcoholic beverage in a brown paper bag onto the ground.
Both Pollard and Johnson were placed under arrest for possession and consumption of an alcoholic beverage in a City park. Johnson was also charged with littering.
Frederick municipal ordinance prohibits the possession or consumption of intoxicating beverages while in city parks. Stone was arrested and transported to central booking for processing without incident.
The Frederick Police Department is committed to addressing quality of life issues within the city. The department will continue to partner with city residents and business owners in furtherance of this goal.
