The Frederick Police Department’s Major Crimes Unit has charged and arrested an adult male for a shooting that occurred in March
On March 18, 2023, the Frederick Police Department responded to the 100 block of W All Saints Street, in Frederick City, for a shooting. Officers located an adult male victim who had a gunshot wound to his leg. The victim was transported to an area hospital for treatment and was later released.
This investigation was assigned to the Frederick Police Department’s Criminal Investigation Division – Major Crimes Unit. Through evidence and information obtained, detectives identified the suspect responsible for the shooting as, Derrick Lynn Goines, Jr. On 03-28-2023, charges were filed against Goines through the Frederick County District Court Commissioners Office, charging him with the following:
- 1st Degree Assault
- 2nd Degree Assault
- Reckless Endangerment
- Possession of a handgun and ammunition related charges (x7)
On April 12, 2023, Goines was located and arrested by members of the Criminal Investigation Division.

The Frederick Police Department has reason to believe the offender and victim were known to each other and this was not a random act of violence.
