On 07/30/12 OFC. Deborah Trapp was working in an undercover capacity in the area of the 1st blk of N. Market St. in reference to continuing complaints of panhandling in the downtown area. OFC. Trapp was sitting on the steps of the BB&T bank at 1 N. Market St. While sitting there she was approached by a subject known to her as a Teisha Michelle Bryant-Harris who sat down on the steps next to OFC. Trapp. While Ms. Bryant-Harris was sitting next to OFC. Trapp, Ms. Bryant-Harris then proceeded to say to her "can I ask you something?" Ms. Bryant-Harris then proceeded to ask OFC. Trapp for $5 stating that she was trying to get back to Buckeystown. Ms. Bryant-Harris then told OFC. Trapp that her cell phone was out of minutes. Ms. Bryant-Harris again asked OFC. Trapp "do you have $5 that I can have." After OFC. Trapp then pulled out the five dollars. Ms. Bryant Harris stated "Please it would really help" OFC. Trapp then gave her the $5.
OFC. Trapp then made contact with another officer to have him make contact with Ms. Harris who got up and left after obtaining the money. This officer then made contact with Ms. Bryant-Harris and placed her under arrest for panhandling from OFC. Trapp.
