On 9/8/2012 at about 1139PM, officers on bicycle patrol on Market Street were observing a crowd waiting to get inside a bar in the unit block. Their attention was drawn to a subject, identified as Daniel Scott Kirschner (08/26/1986), who was screaming. Officers saw Kirschner walk to a Frederick County government buidling next door at 30 N Market St and jump up to break the glass of a light fixture on the side of the building. Kirschner was arrested without incident and taken to the Frederick County Adult Detention Center.
