Summary of Public Meeting Decisions - 10/15/2020

At the October 15, 2020 Mayor and Board of Aldermen Public Meeting, the Board approved the following items:

  • A contract with HMF Paving Contractors for the City’s paving repair program. This contract is for the repair of streets as needed. As such, there is no definite dollar amount for the contract, however, $170,000 has been allocated in the FY 2021 budget for this work in accordance with estimated needs. 
  • A purchase order in the amount of $99,850 to Metropolitan Protective Service, Inc. (MPSI). MPSI has been providing security services for City facilities on a trial basis; this will formalize and extend that relationship. The City will piggyback on a Frederick County agreement. The contract is for a two-year term with four optional one-year renewals.  
  •  A Memorandum of Understanding with the Fraternal Order of Police regarding hazard pay related to COVID-19 response. A resolution authorizing a similar hazard pay program for civilian employees was approved by the Board on August 6, 2020. This agreement would extend the same opportunity for hazard pay to sworn officers of the Frederick Police Department. This program is funded through the federal CARES Act. 
  • Revisions to the City’s pop-up dining program. On June 4, in response to the pandemic and resulting limited capacity for restaurants, the Board approved ordinances authorizing outdoor dining on public and private property., including weekend street closures on Market Street, parklets on City streets, and outdoor dining on privately owned patios and parking lots. In addition, on August, the Board approved an ordinance to temporarily expand mobile food unit operations. The Board approved three ordinances to update these temporary provisions: 
  1. The first ordinance concerns outdoor dining on public property, extending pop-up outdoor dining through October 31, 2021, or 30 days after the end of the Governor’s state of emergency. Market Street Closures will be suspended on November 1; however, the City will construct additional parklets, seeking reimbursement through federal CARES Act funding.   
  2. The second ordinance concerns outdoor dining on private property such as patios or parking lots, extending the authorization to serve food in those areas through October 31, 2021, or 30 days after the end of the Governor’s state of emergency.
  3. The final ordinance deals with mobile food units, extending the authorization to operate in nonresidential areas through October 31, 2021, or 30 days after the end of the Governor’s state of emergency.
